I've said for a while that I agree in principal with the license
change, but the devil was always in the details. I was under the
impression that ODBL would be at the very least be compatible with
cc-by...

I have it on good authority that various departments are already
unhappy about sharing at all, and I highly doubt at this point in time
that most/all government departments would agree to anything less than
a guarantee attribution.
