That's simple then, people just need to vote no against the new
ODBL/CT in the current form until the CT explicitly state something
about any form of future license changes including an attribution
clause, this would then be compatible with cc-by, wouldn't it?

Also anyone who agreed to the new CT shouldn't be doing any imports of
cc-by data, since you don't have the right to change the license of
the data.
