I find the notion of voting for or against a changeover without these targets 
being defined quite wrong.
Part of voting for a change involves knowledge of the whole process, and we 
are still not sure if this part of the process has even been determined - any 
requests for this information have met with a blank.

When I attend a meeting, I know that the quorum is so many of the delegates.
When I vote for a parliamentary representative I know how many votes are 
needed as a percentage for a candidate to be elected.
The rules are set, then we vote.
We don't vote and then determine what percent of the vote is needed to pass 
the motion.
