[talk-au] Coral Sea Islands Territory and Queensland

I came across a dataset by ga.gov.au that has among other things a
boundary shape file for the Coral Sea Islands Territory (CSIT), which
surprisingly enough lined up perfectly with the existing Solomon
Islands border, the boundary data is either cc-by or OSDM which is a
cc-by type/compatible license.

I also merged the Australian maritime border with this shape file and
fudged the PNG border a little, however now there is a bit of a gap
between the CSIT and the boundary for Qld and I'm not sure if it's
only federal territory or state territory...
