I'm conflicted here because all it takes is one overly zealous trigger
happy mapper and the information will end up in OSM anyway, in fact it
could be more dangerous to make the data available in OSM form than to
actually import it because if someone is cherry picking data to import
verses someone actually importing there will be duplicates, which may
not show up on the duplicated node finder since the cherry pickers
could place them differently.
