Hopefully it isn't a silly question but shouldn't the source be where the
license is valid and where it is downloaded from? 

Similar data from naturemaps.sa.gov.au doesn't have a CC license. So if I
put the source as naturemaps it appears to anyone that it is a non valid
licence for use with OSM. 

The data downloaded from data.australia.gov.au mentions in the CC license
to attribute it to naturemaps.

I'd tag it as

attribution=Department for Environment and Heritage (SA)
source=naturemaps.sa.gov.au

data.australia.gov.au is only a central repository, not the source of
the original data...
