Well it's not accepted by me - IMHO you just need some more tags to express
the information you want:

place=township
place:important=yes (perhaps not necessary, but hopefully you get the gist)
place:isolated=yes

Then, if a renderer wants to put "small but important isolated townships on
the map", it can!
