[talk-au] Remapping assistance from the Philippines

I'm hoping to restore some of Sydney's excellent cycle maps to their former
glory. My previous edits were based on ways that got deleted.
Some LGAs paint cycle routes on the road, but others just put up road
signs. I'm hoping to find some of my old survey notes.
