Hi Phil,

You can't load shape files directly into JOSM. You will need to convert
the shape file into a .osm file and then load it into JOSM.

It is pretty easy to change tags (aka attributes) in JOSM, but you can
do this step either in JOSM on your .osm file or on your shape file
before you convert it.

I'm not sure how much experience you have with OSM, but I would
recommend trying out JOSM and using it to download some existing data so
you can see what tags are used/how it looks etc. Then you can work out
to contribute your data.
