The correct tagging seems to be straight forward:
tourism=alpine_hut indicates that there is a "Permanent human presence during the opening period from staff to provide services" (http://wiki.openstreetmap.org/wiki/Tag:tourism%3Dalpine_hut).
tourism=wilderness_hut means that there are sleeping and cooking facilities (http://wiki.openstreetmap.org/wiki/Tag:tourism%3Dwilderness_hut).
amenity=shelter + shelter_type=basic_hut means no fireplace nor stove (http://wiki.openstreetmap.org/wiki/Tag:shelter_type%3Dbasic_hut).
However, in Australia the standard appears to be:
tourism=wilderness_hut + amenity=shelter + shelter_type=basic_hut
There are only 17 basic huts that aren't also tagged wilderness_hut in Australia:

wilderness_hut should not cause map clutter because they should only
be tagged in wilderness areas which by definition are largely empty of
man made features
but I accept that getting their zoom level changed may be difficult
so continue to tag as basic hut in NSW and alpine hut in Victoria?
