I've come across this situation many, many times in North Eastern NSW. I load the data into postgis tables > extract with Qgis > save as mapinfo tables > merge all the points, lines, polly gones into a single table then cut & paste to theme based tables (e.g. highway, railway, waterway, ... ) until I run out of columns and still have about 1,500 entries left over with nothing to say what they are.

It not all bad though, some road sections have anything up to 8 entries. 

I'd try to sort some of it out but I keep getting confused and don't want to make mistakes and make worser.
