Have you taken a look at the open data they publish at
https://data.gov.au/organization/city-of-gold-coast to see if the data
exists there?

That data is under CC BY 3.0, but "is ODbL compatible if rights
holder(s) explicitly states in writing that credit on the Contributors
page is sufficient to fulfill attribution requirements including
downstream use in works derived from OSM".
