[talk-au] Separation of land use and land cover - Lane Cove National Park.

Hi,

In the past tagging of the Lane Cove National Park included
"natural=wood" .. and
the boundary included areas that were not part of the Park ... and
bits were excluded that had landuse=grass.

This maybe a simply way of tagging what is there for the map... but makes

Changes of the boundaries of the National Park effect the land cover 
'natural=wood'.

The areas tagged landuse=grass not part of the park.. when they are part 
of the park.

----
So .. ONE solution is not to tag land use and land cover using the same 
ways...

I have made these changes as a sample to the Lane Cove National Park.

Lane Cover National Park is now relation 2962929 
<https://www.openstreetmap.org/relation/2962929> and has no land cover tags.

Land cover for the area is now relation 3651359 
<https://www.openstreetmap.org/relation/3651359> (incomplete!)
natural=wood ... should be several ways
landuse=grass several ways


Note that it ONE solution... are there better solutions?
I think this one would work ...
It requires that the landuse tags not carry landcover tags .. that the 
ways/relations for these are separate.

This would make life simpler for other entries .. like Brisbane Water 
National Park, Blue Mountains National Park etc etc.

Thoughts?
