Hi Nicholas,

Firstly, thanks very much for at least having a crack at this with data suppliers. I can't tell you the number of hours I have spent trying to get agreements for even the most basic data. Any comprehensive effort to get data in ODbl licencing is very welcome.

This page, I think, has the best description of why some existing licence categories are incompatible with ODbl

More detailed information on getting permission is here (with extra notes)

If you require more information, the best contact would be via the legal talk mailing list as they handle lots of these sorts of issues

Cheers - Phil

Subject: [talk-au] Making the case for ODbL licensing of state government open data

Hello Australia OSM,

I am a spatial science officer in Qld Transport and Main Roads, involved in the provision of Open Data for public consumption.

Our data is generally released under a CC-BY license, but I have an opportunity to make a case for the ODbL to be a license option. Currently data custodians choose a license from a list of pre-approved licenses, and I am hoping to add ODbL to that list.

But first I have to put forward a clear case why this should be considered. Is there a clear argument written down somewhere I can refer to?

Also, I am not clear on the incompatibilities between ODbL and specific types of CC licenses. For example, is CC-BY compatible whilst CC-BY-SA not compatible? How about CC-0?

Thanks,
Nick Lawrence
