OK, I'll start thinking in terms of a manual import. We'll have to come
up with some way of being a bit systematic about putting them in,
especially if more than one mapper wants to volunteer.

Yeah, I wasn't explicit enough about that. What I was trying to say is
that NSW, SA, and Tas are "done" (or at least will have to be treated
differently--check for completeness add operator tags, start dates etc
). I'd be prepared to bet that the CAPAD data is the States' data.

Turns out that's because Calperum Station is not a protected area under
the definition used for CAPAD (because there is tourism development
allowed it doesn't fall under a IUCN category). CAPAD only lists things
that would be protect_class 1 to 6 in OSM. I think Calperum would be
protect_class 7.
