[talk-au] How to label illegal tracks?

Tracks are supposed to be usable by two-track vehicles:
https://wiki.openstreetmap.org/wiki/Tag:highway%3Dtrack
so they should be downgraded to path.
Access=discouraged is probably the way to go:
