I've reprocessed these files again, I have simplified versions, which
cut the number of nodes with not much loss in detail:

Andrew Davidson has been testing actually doing an import with the DEV
API. It looks like the upload.py scripts will do a better job of
splitting the upload. In JOSM it will upload all the empty nodes first
and then in the last changeset push the relations. It looks like
upload.py does things differently.

This does mean we have less opportunity to do this import manually, so
if we use upload.py, I'm in favour of first manually removing the
state borders so we don't dump more nodes on top and then post-upload
we can just join the new relations to the existing state borders where
they meet.

So I guess at this point do people want to checkout the simplified OSM
files for any issues?
