[talk-au] TfNSW Cycleways use in OSM

Is it possible that they are listing
roads with minor traffic, connecting
parts of real bicycle infrastructure?
In my city (Kraków, Poland) municipality
was doing someting like that.
Partially it was reasonable, partially
desperate attempt to hide traffic state
of bicycle infrastructure.
(And something like that should not
be tagged in OSM)
