[talk-au] Fire Station Operators

Just added Qld Fire & Emergency details to the Guidelines page.

It's a bit of a confusing one though - the various volunteer Rural Fire
Brigades come under the Rural Fire Service, but that in turn is subordinate
to QFES.

Qld RFS doesn't have it's own Wikidata tag - should I list it as well,
possibly with the same tag number?
