[talk-au] Converting railway= abandoned to highway=track

I agree BVRT is good, but I wouldn't have mapped railway=abandoned on the
detours around closed bridges. I'd split the way, keep a way with railway=*
joining the bridge, and the rail trail highway detouring down into the
creek.

Relying on relations for the rail trail makes the most sense to me.
