[talk-au] Gravel roads surface tagging

Giving this more thought.
Just maybe.
If a gravel road in most English speaking countries is the common  
description for surface=compacted and if surface=gravel is mostly  
being misused.

Then find a new name for surface=gravel and make gravel a synonym for  
compacted.

But if its just an Australian problem then we have to adjust.
