How about exactly what it is: surface=ballast?

Leaving surface=gravel (possibly + surface=compacted?) for the mix of
smaller sizes of pea- to medium-sized rock?

- maybe also invent new tag for small gravel

Leave them as is, for people to slowly change surface=gravel to
surface=ballast as appropriate.
