Not arguing, but will point out that it actually says "link roads
(sliproads/ramps) *leading to/from a motorway from/to a motorway* or lower
class highway", so you could still call these motorway_links.

Having said that, different pages seem to have different definitions! (Wow,
how remarkable! :-(), & they all seem to be talking about on- & off-ramps
not the emergency crossovers that you're referring to?

Have had a look at a few up here, & a number of them have been changed in
recent years so as to match the type of road they're on eg trunk_link
between two sides of a trunk road.
