In the import code I've written, where those units are at different locations then they'll import as addr:unit on each node.
Where there are multiple overlapping points with only different unit values, they are consolidated into a single node with addr:flats https://wiki.openstreetmap.org/wiki/Key:addr:flats. addr:flats lists all the units at the address. Very useful for a 100+ unit apartment block where it doesn't make sense to have 100+ different address points on top of each other in OSM.

Not quite, in the urban areas a city or Sydney or Melbourne is broken up into suburbs, so you might be in the suburb of Brunswick which is still in Melbourne (the city, but different to the City of Melbourne which is the LGA). So the city and suburb are different and it's only the suburb/locality used for addressing, not the city.
