Good point, but ultimately I still would agree with your last point about just using addr:suburb. While possible to determine the OSM place classification, it's tricky to do, and then given some places might have wrong place classifications, or those might change over time, so keeping them always in sync with the addresess wouldn't be worth it.
When I say locality here I mean in the Australian placenames context, which is different to the OSM context (where as you point out it means unpopulated places).
While using addr:suburb as a catch all doesn't sound ideal, it's probably a reasonable compromise in my opinion. The address itself doesn't care if it's a suburb or town or other place name, it's treated the same in the addressing system.
