[talk-au] Time capsules

Hi all

I had a discussion recently with another contributor about adding a time 
capsule to the map, and was wondering if the Australian community had 
some input.

It's definitely not a widespread practice, but our quick chat settled on 
historic=time_capsule, in the spirit of "Any tags you like".

It also made me wonder what extra tags might be needed (that are not 
already commonly used) and "open_date" was something that seemed obvious 
(2026 for this one), but I'm happy to hear about other ideas for a 
better name.
