Example A: This is what is referred to "traditionally" as a "service road"

I go with highway=service + service=driveway with access= either =public
for normal places eg shopping centre car parks, or =private for clubs,
schools, factories etc, that don't necessarily want the general public
driving in there

If it's the road actually inside the car park, eg
https://www.openstreetmap.org/way/205714187#map=19/-28.07449/153.42281 you
could go with service=parking_aisle
