[talk-au] Tagging Trucks (hgv) "Use low gears"

Extending on what Phil said see
https://wiki.openstreetmap.org/wiki/Key:traffic_sign. While I still think
we should have a separate hgv low gear tag, tagging the traffic sign would
be okay.

traffic_sign=AU:R6-22
traffic_sign=AU:R6-23
