CC by 4 by it self is not usable for OSM...

With an OSM waiver .. it is usable.

If the data set to be used is listed as having a waiver here 
https://wiki.openstreetmap.org/wiki/Australian_Data_Sources#New_South_Wales, 
then it is usable.


(Doting i's and crossing t's so others won't be mislead.)
