[talk-au] Transperth - add live bus times page to bus-stop website tags

I think having the website would be useful, I think I'd actually use it 
quite a bit — in OsmAnd it shows in a bus stop's details page, so it'd 
be a one-click way to get to the timetable for any given stop:

It looks like there's another contender for the URL to use, the above 
stop <https://www.openstreetmap.org/node/8218219953> has 
serviceinformation.transperth.info instead of 136213.info, and I think 
that might be better because it at least indicates some association to 
Transperth (although if there were one using transperth.wa.gov.au that'd 
be even better).
