[Talk-bd] Bing and road classification

Hi All,
I am just after putting together a relation that defines the areas of
Bangladesh that are covered with good aerial imagery:

Much of it is in the border regions, but significant territory has really
good coverage.
Recently we got some new imagery in Ireland, which we have been using to
great effect to map places that were previously fairly blank.
The edge of our imagery has become well defined:

I was thinking of doing some editing in Bangladesh along similar lines, to
emphasise the quality of this resource.
Before I start with it though, I wanted to ask about road classification in
Bangladesh.
If I was to start tracing from aerial imagery, I wouldn't be sure about how
to tag the roads.
I propose that we have a discussion on establishing a scheme and convention
for classifying roads in Bangladesh.

classifications for National Highways, Regional Highways and Zilla Roads.
I am not sure if there are further classifications or categories of roads -
can anyone advise me on this?
Also, I am unsure if we are permitted to use the
http://www.rhd.gov.bd/information as a source for OSM.
Could anyone verify this?
One of the maps on the site has a note on it stating that it is for RHD
purposes only and can't be used for anything else.
Does anyone on this list have advice on asking the RHD for permission to
use some of their information?
If this is not a viable option, would a contact in a civil engineering
department of one of the universities be a reasonably authoritative source
on road classification?
Any information any of you could add to this could certainly help here...
