Better would be to tag the streets around limits with is_in, then when
done select all highways without a is_in tag (you should have a lot of
selected ways within a 'ring' of non selected ways) and mass_add the
is_in tag to it ....

Of course , this is more work , but more correct ... at least until we
found a free source for this ...
