Yeah, I think it's good to co-operate for making some kind
of "framework" to make standards, now there seem to be several efforts
all over the place.
However, differences between countries are big, and therefore I think
each country should still define their own specific rules inside that
framework. It can be about default maximum speeds
(http://wiki.openstreetmap.org/index.php/OSM_tags_for_routing/Maxspeed),
default access rules
(http://wiki.openstreetmap.org/index.php/OSM_tags_for_routing/Access-Restrictions),
vehicle types that are used in a country, highway classification or
other things, these can only be decided at the level where the traffic
rules are actually made, so usually at country level.
But I think that even just making this framework will be huge. I was
trying to standardize the access restrictions once

(I've been neglecting that page the past months). The idea there was
basically to have these formal access rules (and at the same time have
something that's easily extendable and can eventually handle *all*
situations (or better said: allow all situations through extensions)
where the current tags certainly don't allow us to tag anything that's
even remotely complicated). Then I thought that we should define all
the tags we currently have (say access=destination) in this formal way
as a default for the world, and finally enable countries to redefine
them, so access=destination wouldn't allow all cyclists in the UK but
they do in Belgium). But the page was becoming huge and creating the
base structure is a tough job if you have to keep all possible
situations in mind. But if this work group will get off, this may be
one of the things to look into.
