For the record, I agree with your proposal.
The exact details such as the amount and type can be worked out later.
It might also be interesting to have a small budget allocated for 
equipping a booth at a convention (banners, hand-out cards, ...).

Don't forget there's also "that other language". I wouldn't want the 
French speaking contributors to feel left out.
