If you want to thank the minister, you probably should, as an individual.

We needed a few gps data loggers. We'll soon have them at our disposal. No
strings attached. I've been very careful about that.
As a community, before asking for more things on behalf of openstreetmap
Belgium (as opposed to individually), we probably want to first grow closer,
clearly identify further needs and find a consensus on places we want to
turn to for help. Personally, I'm strongly convinced that as a community,
we're not ready for asking for help at the political level. No idea if we'll
ever be.
As an individual of course, one is less tied. On one's personal behalf, one
can much more easily use political connections to help a personal Good
Cause, openstreetmap Belgium in this case. One of your personal goals is
advancing openstreetmap Belgium. Part of your means to achieve that are your
personal political connections. I wish you good luck doing that, and I hope
the results will benefit openstreetmap Belgium.
