[OSM-talk-be] Tag question

Hi all,

quick question about how to tag the border of a canal and small stream.
The dikes of them have gotten a layer of asfalt on them.

An example (Netekanaal and Kleine Nete) is:

The main purpose as far as I'm concerned are as service way, so I'm 
inclined to tag them as such.

But they are also very popular for cycling, and I see people before me 
have tagged parts of them as 'highway: cycleway'.

So what's the correct way to do it:

highway: cycleway or highway: bicycle.
