yep, cycleway all the way. Many of the dike paths however have a sign
for forbidden access for vehicles, except bicycles and service vehicles
(uitgezonderd dienstvoertuigen). But I don't see that as a special
property of a road, because service vehicles are allowed on every road
(even proper cycleways with the cycleway sign) when they have to do
maintenance. So it's like every other road that only allows pedestrian
and bicycle access: it's a cycleway :-)
