[OSM-talk-be] Tag question

I'm tagging them as cycleway at the moment, it's easily changed afterwards.
But it gives interesting problems...

For example:

The part of the 'kleine nete' between the highway and the 'Albertkanaal' (horizontal on the top).
On the right of the nete (as seen on the map) you are allowed to cycle.
But on the left side, you 'can' cycle, but you aren't allowed, but the way is still there for service purposes only.
By bike have to cross the 'kleine nete' at the bridge seen in the lower left corner.

The interesting part is now how to tag the part where you aren't allowed to cycle?
