Well, does it allow pedestrian access? If not, it should clearly be 
highway=service (otherwise it's highway=footway of course)

I see highway=service as a tag that only applies if no other highway tag 
applies. If it's used as a cycleway as well as a service road, it's 
highway=cycleway. If the same kind of road then doesn't allow traffic 
of any kind, nothing else applies anymore, so it becomes 
highway=service.

Next to that rule, service road is also for access to buildings, 
parkings etc.

At least, that's my tagging scheme for highway=service
