That's not needed :-) If the ways are there that's sufficient to add 
relations to them. You probably mean that you find adding street names 
first more important, but if you know a bus route already (everybody 
should at least know part of a route :-) -- even if it's only two 
streets) you can add it in a few spare minutes if you don't know what 
to do...
