Also, I've solved it now with the national borders, but how are the 
rules for municipality/province/region borders at sea? Are those 
borders where the sea stops? Where it stops at the lowest tide? 1km or 
5km from the coast, or across the entire territorial sea? I really 
can't find anything about this...
