I was browsing around, and I found the following area:

Every name in that area is in CAPS, and some ways even have stranger 
names, like:

- WEDUWE VOS~[0x1f]WEGEL
- Data0=(51.14303,4.06756),(51.14719,4.07850)
- GROTE~[0x1f]BAAN

All made by user "jorissynaeve", and they are tagged with 
"created_by=mpconvert", and edited/created at "Sat Sep 27 09:15:34 +0100 
2008".

Even non-road data, like this restaurant, has been treated the same way:

My questions:

- What is 'mpconvert'?
- What is the source of the data?
- Why are all names in CAPS?
