I don't think it matters. They've just chosen on that sign to have
everything in capitals. There was no general policy applied for most
signs you see today. They have all shapes, colours and sizes and some
have all capitals, others are just titlecase. They're often still from
the time before all districts merged with Antwerp. Recently it has
changed though. New signs are now uniformly made (all caps IIRC).

Btw, how did you solve the Frans Jochemsplein issue? Just put it in the
ignore list? It looks like you'll need more of those in the ignore list
later. They've just gave a new small square a name here in Berchem
(Josué Duponplaats), again no roads that can have the name there.
And to make it more fun: they've also given the new underground parking
near the Nationale Bank on the Leien an official street name "Parking
Nationale Bank":

Perhaps your script shouldn't look at just the roads with a highway
tag :-)
