That's just an encoding problem then. Just use UTF-8 everywhere and 
there shouldn't be any problems. It's better to have them in the text 
file so they can keep getting automatically checked.

correctness all the way. That tunnels aren't rendered well is the 
renderer problem, and something like making subways appear over streets 
is actually very easy in mapnik.
