It sends an email to the address he used to register for an account on OSM. So
unless he made a temporary mail address he should certainly have gotten the
message.

I don't like the sound of that tag "name=Carte Dison"... Now, we don't know if
he's actually copying something for which he got permission or not, but he
should clarify this asap, as he's certainly copying something.

No, if there's no wiki account and he isn't subscribed to any mailing list,
the only method to contact is the with the interface like you've done. So
there are no more methods to reach him. When a user just doesn't want to
respond there's not much we can do. And given the fact that he keeps editing,
he's also not on a holiday or something which would prevent him to read his
mail.
However, since he's copying something, he has to come up with some explanation
soon, or the only option left would be to just delete all his ways, because we
then have to assume that he's copying copyrighted stuff... If you send another
message to him, certainly tell him that.
