So far , Istill use my old scheme : Nx, Nxx -> primary , Nxxx -> secondary ,
Downgrade when Nx(xx)[a-z] and eventually adapt to terrain , tertiary for
important connecting roads(even not numbered) between villages...

True, similar case seems to exist in Aarschot where the N19/N10 cross

In Ath, the 'ring' road has taken the N7 number, and the old N7 has become
N7A, N7b ... so downgrade is obvious ...
