[OSM-talk-be] French maps using the "cadastre"

hello,

I have a question concerning the French maps. They use the Cadastre, and 
according to

http://wiki.openstreetmap.org/wiki/WikiProject_France/Cadastre

I have the idea that ?? some departments are covered 100% by the effort 
to put the datat in OSM ??

I'm n,ot sure about what I read, that's why I ask it here ..
