I am afraid no: it is a 5 minutes per day job, *every* day. It takes
time to see change taking place there. We need to find the right
people to speak to, and let them convince each other within the
administration.

We can have some example abroad that we can refer too when going to
talk to our administrations :

* in England with the official public transportation maps imported in
OSM (data given by the Department of Transportation
http://wiki.openstreetmap.org/wiki/NaPTAN/Import )
* in France with the cadastre (http://wiki.openstreetmap.org/wiki/Cadastre)

(not so speak in details about the fact that in the US the data are
made by law, public domain, an example we can hardly use here today,
as most people simply do not understand how this could help develop
private business and not stop them !)
