Hi Kenny,
Here in Antwerpen I did a similar job, comparing streetnames in OSM with the
'officiele stratenlijst' from the city.
However, this was done on names/postcode only, and the 'officiele
straatnamenlijst' is a public document that is maintained by the city
council.
You seem to go beyond that and seem to be comparing/linking to maps that are
copyrighted. Doing that in a systematic way probably gives copyright issues!
I cant really check it now, as the gis-vlaanderen site seems under
maintanance right now.
I am afraid you can not go beyond a 'streetname list' to do your checks, if
you do not want to end up with copyright issues.

Will do an update on that one later today. Updates got less frequent as most
streets have been entered over time.
