Hi Olivier,

There is an extensive 'be'-oriented set of pages on the OSM-WIKI,
which has accumulated over several years, an IRC channel for direct
discussions and as mentioned a mailing list. These technical
communications channels have covered a lot of activities you mention
in the past already fairly efficiently and it's real people operating
them also! There is a lot there already to feel rather loosely
organised in my opinion.

Not to say I do agree, that we could use a more accessible website for
the newcomers, which serves as a comprehensive starting point and
could potentially integrate all the above communication channels.
Checking the recent sites from our neighbours (uk, nl, de and fr)
shows some directions. The openstreetmap.be domain is already owned by
the proper osm-oriented people. Just creating the site is what should
happen. However, we need the right hands that can and want to devote
the time setting up this kind of thing properly.

Also keep in mind that the current actively contributing community is
relatively small; think of 100 people regularly mapping and 10-20
people on average communicating about it. Please don't take these
figures as referential to the actual figures, it's just to give an
idea of proportion.

BTW: When you would announce an OSM-themed activity somewhere
appropriate, expect about 5-10 people to show up in real person, which
is actually really fun the times I was able to managed.
